China 24 hour Advance Manifest Rule – 28th June 2014

Carriers have informed us about the enforcement of China 24-hour Advance Manifest Rule with effect from 28th June 2014. Though the China 24 hour rule was first introduced and the official trial run period started from 2009, its compliance is not mandatory till now. NYK Line will work with our valued customers and China Manifest Agent as the intermediary with China Customs to ensure all necessary China 24 requirements are met. To meet this goal, please find important information for your review and consideration below

 

Scope of China Advance Filing Rules
Cargo In Scope of the rule All containerized cargo destined for China or transhipping in China is IN SCOPE.
FROB (freight remaining on board over a China port), RORO (car carrier) cargo,
shipper owned empty tank containers, empty carrier owned containers and Break
Bulk cargo are OUT of SCOPE for the China 24 hour rule and does not require
submission prior to loading.
Deadline of filing Advance Manifest 24 hours before loading from a port in a foreign country/territory.
To ensure notice prior to cargo loading, NYK will file 28 hours before vessel
arrival at load port. To meet this deadline, customers will be requested to submit
Shipping Instructions (SI) within a suitable timeline prior documentation cut-off
date to allow BL completion and submission to China Customs.
Enforcement Date Vessels arriving China ports on or after 28th June 2014 China time.
This means that submission deadlines will be earlier than 28th June 2014 for load
ports prior to calling at China ports. However, carriers have up to 15th June 2014
to submit advance manifest for these load ports.
